Maybe that's the way it works in other countries, but I don't know if that's ever been the case in America. But I'm not sure how free GAC would "reduce the likelihood they commit crimes again." It's not like trans people would be committing crimes just because they haven't received GAC yet.

Like you said, withholding treatment is a punishment. You know it, I know it, the prisoner knows it. Does punishment reduce the likelihood that a person will reoffend? No
