Is that correct? That paper presents evidence for particulate matter pollution, but exhausts also produce volatile organic compounds and nitrogen oxides which are harmful to health.

How are some cities able to eliminate road wear pollution?
vehicle *particulate* emissions.
Very surprising. Is the organization writing the document a serious one? What could explain the difference between London an Barcelona/Milan?
The breakdown “difference” is 1) data collection (some are combined) if you look at the paper & graph. 2) For this graph is the absolute size of the denominator. 3) The emissions difference is down to policies like ULEZ in London. There is also some difference in road material.
...when measured by particulate mass. If you look at particle number and surface area (likely the most health relevant metric) it's very different. The weight of something doesn't tell you much about its toxicity!
We need to get cars out of cities. Until then, this paper is yet another reminder that if somebody has to drive then EVs are less harmful to city residents.
