Consider the lives saved by ticketing kids who haven’t learned the basics like safety, sharing the road, and obeying laws. Perhaps some parents need a kick up the arse to teach their children how to ride safely and defensively. I’ve seen so many kids riding extremely dangerously.
To be clear, the article does not address riding dangerously, just riding class 2 e-bikes in general. I agree with you that poor behavior is an issue, but you don’t address that by banning children from riding bikes. I would much prefer a 16 year old to ride a bike recklessly than drive recklessly.
