I also understand that SpaceX is cheaper but NASA could have been as well if it hadn't been gutted and it's contracts turned over to SpaceX years ago

Yes. And they used Shuttle (which was $1 billion a launch) and the Russians to access it Now they use Dragon. Which is cheaper, more capable and more reliable than Soyuz and Shuttle and has more on orbit time than Shuttle
