Here's what I found: "The parliamentarian is appointed by and serves at the pleasure of the Senate majority leader. Traditionally, the parliamentarian is chosen from senior staff in the parliamentarian office, which helps ensure consistency in the application of the Senate's complex rules."
They can just ignore when don't like if they vote to. Everyone acts like norms and rules take precedence over a majority vote but it doesn't. They might follow because Dems might ignore the next adverse ruling they get since they've allowed Reps to do it before without resorting to it themselves.

CRA was not reconciliation bill & there’s no urgency. Funding runs out in Sept. Senators vote on overruling the Parliamentarian. Will Thune let a vote happen which could totally weaken Senate rules & weaken his leadership? Or let Donnie be unhappy trying to pass these things 1 by 1?
This less of a win than the moment requires. The entire bill needs to be cast out. It does so much damage, to so much of our society, that removing half of it would still throw us into national devastation for decades. How can we leverage this into the win we want?

It all boils down to money with the GOP, doesn't it? They believe people without huge amounts of it should have no voice in government, or anywhere else, for that matter. They try to use money to buy the decisions they want, and lack of money to keep everyone else from exercising their rights.
My bet is that the GOP follows the ruling. If they don't, they'll have killed the filibuster via the back door of reconciliation. When the next Democratic trifecta occurs, they can put whatever they want in the recon bill (PR & DC statehood, no gerrymandering, etc.) and overrule the Parliamentarian.
