DeSantis instituted this requirement in FL when we voted to give voting rights back to most felons who served their time. The state of FL couldn't even tell the returning voters what they owed which made the whole thing ridiculous. Money was raised to help them pay but most can't even get an amount.

In Australia electoral officials go around every prison and give inmates their constitutional right to vote. Even if it’s a day long drive they will get to remote communities.
