Can Canada just negotiate trade deals with states? I mean,Trump does want to download responsibilities to the states. Possible?

It’s impossible. Ports and borders are controlled federally. States would have to eject all border agents who are the ones collecting the tariffs. This likely would result in federal enforcement with the military.
