Same. wrote my student Note on it and the war powers. I thought the WPR was constitutional, but fairly useless except in laying down a norm that Congress didn't institutionally defend. WPR is in a small (?) class of non-judiciable statutes that courts look at & nope out for political question etc.

Johnson sucks but the “legislative veto” structure of the War Powers Act is identical to that of the statute SCOTUS struck down in INS v Chadha. There are also other longstanding doubts about WPR’s (or at least important provisions of it) constitutionality
