Patrick is right that this is a possibility (and the Powell pressure campaign is a good example of a similar situation). That said, the optimistic outcome here is much less likely than it would have been before today.

What about a scenario where they pull a Bill Barr maneuver? Leave the report the same and create a different executive summary and headline to share on Fox?

More likely scenario is like the weather satellite thing; all economic data restricted for national security reasons unless you have a hall pass from Russ Vought or somebody. Also do not think the Powell situation is comparable because SCOTUS explicitly created an exception just for him.
