It wouldn't be a bad idea in the abstract for a government to maintain a public cryptographic ledger of document releases. I doubt that's what they mean, but it's the only interpretation I can come up with that isn't bad (or simply nonsensical).

I'd argue that a cryptographic ledger is a better solution to pretty much anything that currently uses a physical signature block. But once again, I doubt that's what they mean, since any mention of "blockchain" usually implies distributed consensus mechanisms and other complicated boondoggles.
