It's supposed to mean that he represents the Steinway neighborhood, which is right next to Astoria. But his district actually doesn't include most of Steinway.

Even if it did, Steinway (home to the famous piano company) is not an especially well-known neighborhood name. If you want to identify him by the neighborhood he represents, it makes much more sense to call him an "Astoria Assembly member."
