how do you propose implementing this without massively expanding the surveillance state

Chips embedded in the road and a sensor in the car. The system is completely local and as no signal is sent out it can't be used to track the vehicle.

There would be lots of clever ways to keep this completely local to your own car. Mine already visually recognizes speed limit signs.
