Pretty much! The actual backstory is that it's me trying to imagine what one of those infinitely large space empires would "realistically" look like in practice.

Ive been thinking of something like that for the Star Trek pastiche I've been working on. Like, how does a federation on the scale of a solar system actually function? What does a quasi-anarchist beaurocracy look like? I have thoughts.
