Tbh I don’t know if people really want the administrative state reassembled post-civil rights short of a significant decline in living standards attributed to its collapse, which of course isn’t out of the question

An institution’s venerability making it more effective, robust and able to defend itself is just as much a fallacy of an “experienced” leader being better. Sometimes a rookie is the best player in the league. Sometimes a 30 year old general wipes the floor with a 70 year old veteran campaigner.

I think it's true enough, as long you have a robust civil service and competitive pay. I think it quickly becomes sclerotic after a couple generations without that.

It’s not that much of a mystery. The southern klansman vote was also representing some of the most impoverished parts of the country and the New Deal made their lives better in its wake.
