I don't believe 30 or 40 kms/hrs is unreasonable but it may be new for many North American drivers. Streets also need to be redesigned to better encourage slower driving.
In a residential area that is reasonable. On a through street that isn’t in a residential area that has few pedestrians most people just don’t see the purpose of going so slow.
The original post was about speed cameras in school zones. We are very much talking about residential/neighbourhood streets, not main thoroughfares through a city.
