The simplest limited strike Pac that i can see would be taking out Refinerys and fuel/Oil storage. Wait for unrest as an pretext to protect people send in marines then fly in more people ones airfields are under control.

I guess they could occupy the Paraguaná Peninsula and occupy the (per wikipedia) three oil refineries located there. Which seems a bit underwhelming for an invasion, IMO
