Every worker who can't make it to work because they lack fuel reduces taxes to the Kremlin. Every consumer who is waiting in line for 2 hours is not shopping and creating economic activity. Every truck stuck without fuel is a drag on productivity. There is a multiplier effect to fuel shortages.
