Why does Newsom offer this as a voter decision? Texas did not ask anyone. They held hostsge and issued arrest warrants and jammed through the 5 seats they wanted. I admire Newsome for this but just do it and don't ask opinions. Add the seats, now!

Likely differences in state constitutions. From what I recall, California is required to hold plebiscites for major laws. I’ve read that it’s one of the reasons they have a rep of being insane. Ballot Q1: Want something great? Y/N? Y!!!!!! Ballot Q2: Can we tax .5% to pay for B1? Y/N? N!!!!!

And it's possible that Cali's will hold up if it is challenged in court. They held a special election and if it passes, they can say the people wanted it. In Texas, it can be argued that the people did not choose the new maps.
