That's a pretty poor graphic in terms of providing critical details. Technically, the entire town is in a floodway. It matters which storm interval flood you're talking about. I wouldn't be surprised if they were mostly in 100 year flood plains, but this was a 500 year storm event.

Last flooded, I believe, in 1987. What state, governed by responsible people, would allow a children's camp to operate on the flanks of an active volcano that last erupted 38 years ago? Probably none. But flooding is, year to year, more likely than a volcanic eruption. It's called incompetence.
