He has spent his whole career orchestrating what we have now. I wouldn't count on him to suddenly find ethics in his twilight.

Well, he did comment on how crazy things have gotten. It may have been his fault, but if he actually realizes that, maybe there's a chance he'll try to prevent it from getting worse.
