Yes. That's how voting and living in a society work, on the most basic level. Thankfully Omaha has the population base to eat these cuts without too much trouble, but that means they will be cutting rural outreach which costs more and serves fewer people.
That's a pretty shitty society. It's not immutable and we should simply not accept this anymore
