They absolutely are not and Snowden has a pretty cushy position not to be tempted by a 4 mil roubles sign up payment.

It's certainly *possible* but I'd think he's been a valuable enough propaganda tool for them not to risk his life overmuch. Putin can be really stupid sometimes, though, so who knows?
