Police is enforcing the laws in Russia! They come to you, tell that you don't follow the law and that it is very bad. Then you have to give them a bit a money to solve the issue. Great! You are doing legal things again and everybody is happy.

Exactly. Poorly paid police officers might be interested in surplus crops; they want to eat too. And don't forget, some envious people will snitch.
