30 years ago I taught Excel to our local municipal tax office's employees. I had to teach the tax assessors about operator precedence, because they had no idea. TAX. ASSESSORS.
I have a math degree so it was pretty obvious, but man we learned this level of math in the 4th grade.
It could also be a matter of not remembering the order of operations, especially if you don't work with numbers a lot. Also the dependence on calculators or computers rather than learning without the use of those things.
