I've deleted over 1,400 tweets today. What's the time limit for exporting the X database?

What do you mean by the time limit? Like when you request your archive from X how long does it take for them to send it to you?

After creating the 1st archive it didn’t include all my tweets. When I try to create the second archive I get 0 tweets in it. I guess there is some kind of X interval limit for doing so?

I think I understand. So you're using Cyd and choosing "Build database from scratch". It scrolled through your profile and saved 1400 tweets, which you deleted? The issue is, X refuses to show you all your tweets. You'll need to "Import X archive" instead. See cyd.social/docs-buildin...

Woohoo I can't see any of my tweets and replies but the profile stats show 1414 posts. Anyway now I need to get rid of my likes and that's it. x.com/maciej_warsaw

It is a couple of hours. I downloaded 10 years plus and then used the Redact app to delete everything and then closed my account.
