Correct, but that doesn’t make this statement accurate: “two firefighters who were actively fighting a wildfire at the time.”
They were actively deployed under ICS. While they weren’t digging a trench or driving a dozer at the precise moment they were stopped, they were indeed engaging in firefighting activity that day.
(They were on hand crews, so wouldn’t have been driving a dozer anyway, but you get my meaning)
