Or a Northerner designed this for a Southerner that didn’t care about it too much. To many Northerners all Southern dialects are the same: Foghorn Leghorn.

then again i thought "Port A" was Port Arthur which is like 100 mi east of Houston so maybe this was not the creation of a texas expert
