It's quite simple, and there are two major elements. 1. He is saying things and claiming he'll do things that will actually help, in a way that will undermine their ongoing principle of not doing that, if they can avoid doing so. It makes them look bad, and makes the alternative look achievable.

2. They push less "extreme" versions of his ideas, sometimes, and then never do them. This is meant to satisfy you so that you shut up. You're supposed to shut up. You're not supposed to want better. That makes their donors sad. You don't want to make their donors sad, do you?
