Kristi Noem’s FEMA is too diminished to handle an inevitable storm like Katrina. We had better hope like hell that this doesn’t happen on her watch. She lies when she says that her FEMA is better. That is mathematically impossible. And that after her nightmare ends, there is time to rebuild FEMA.
