Either you're being facetious or you're not very versed in history. "Come and take it/them" is an ancient battle cry dating all the way back to the Spartans, if not much older. Surely this can't be the first time you've heard this or seen these words used in this context?

You're kinda blanketing all threads about this, huh. 'It' in this case refers to power, rights, elected office, freedom. The Democrats, threatened by Abbott with removal from office, are daring the governor to take their offices from them. 'Come and take it' means 'we dare you to take our power'.
