Not sure about that. I get your point whether the players not named in the squad count towards SCR but the direct link is not clear in those regs. My understanding is the numerator includes all “relevant players” and is not just those players named in the squad. I don’t think it’s a get out on SCR.
But ultimately this is one of the issues of UEFA’s SCR. It is way less transparent to fans than PSR. I haven’t yet seen any really convincing calculation from publicly available info. We can have a good guess but you can even check it retrospectively to get a proper understanding.
There are 2 sets of rules. The first is the standard which I believe factors in all players in the squad regardless of registration - everyone is under that. The second is our sanction, which is that to add players to the A list, the net must be lower than it was last year.

The devil there will be in the details though. Will we be able to add a player back in in January if we don't include them in September, because adding them back would be a definite increase on the September figure. I'm sure the club know what the best approach is
Yep the devil is in the details. There’s big changes in the List A from last Jan with Asensio and Rashford leaving amongst others so I suppose it depends on the relative cost of Sancho and Elliot. Hard to know but as you say the club will be all over this and will have no plan to risk a sanction.
I’m also sure there would be ongoing dialogue with UEFA about what we can and can’t do (at least I would hope we’re not going rogue on assumptions and internal interpretations)
