I believe you may be confusing the Townshend Act of 1767, which was a generalized imposition of tariffs, with the Tea Act, which was not in place until 1773. The Tea Act was intended specifically as a bailout for the oligarchs in charge of the East India Company, which was having cash flow problems.

No, you are correct that they are separate. Most of the Townshend taxes by that point had been repealed but the tea tax still remained. Colonists were smuggling tea into the country to avoid paying the tax. The Tea act gave west Indian trade a monopoly in tea that cut off their smuggling efforts

Correct. The tea Act created a monopoly for East India trading company and cut colonial merchants out of the tea business. While the cost of tea was lower, it forced colonists to pay the tea tax to the king, One of the only taxes not repealed from the Townshend act.
