Casar has been vocal. Cuellar is in a conservative district and is anti-abortion, which is one of the reasons he keeps getting elected. They probably think they can pick him off.

The “wind” right now shows strong headwinds for women, people of color, and LGBTQ candidates at the very top of the ticket. Prejudice, backlash politics, and cultural resentment are still potent forces which is why it'll be a LONG time from now for these folks.
