From what I've read, D.C. can protest, litigate, and raise constitutional challenges, but it's powerless to unilaterally expel the National Guard. In Illinois, I know what the law and Pritzker have said, but who will the Guard Commanders listen to? And if it does go to court, how many months late?

D.C. can't kick out the Guard; they are under the direct control of King Donny and he can always direct Congress to put the District under total Federal control. There are limits, but not many.
