Some things never change. Even after seeing that clip, it's hard for me to say they he should be tortured. That is a different animal. He is definitely evil.

To be fair to Mr. Miller (not that we should be), this video shows a stupid 17 year old boy being overtly performative in an attempt to impress the other performative 17 year old boys on a school bus. Miller’s crime is not evolving one bit from this 17 year old performative mindset.
