I think it expresses his intent somehow, maybe dictated and cleaned up, but I just don’t think his brain works well enough anymore to produce English prose at this (admittedly low) level

Yes. Maybe slightly fewer grammatical irregularities than usual? I could see this being one of the few things he cares about and thinks he knows more about than his usual nothing, that could explain it being 2/10 on coherence instead of 0/10. In any event, it looks like a damn parking lot now.
