It is global, I believe they have always been there, but perhaps not so widely. The rise of populist politics has awakened and emboldened them to crawl out from the slime. The shame is, the world has forgotten the lessons learned and the sacrifices made.

I saw some Canadians talking about it getting scary conservative up there before trump said the things and they did a hard right. My first thought was Russia too.
