From what I was able to learn, the Congress.gov website is run by the Library of Congress. The Senate appoints the Librarian in charge, and oversight is through the Inspector General. So, it's not autonomous, but it's not like Mike Johnson can just tell them what to do either.

We need to really make it clear that websites are representations of physical documents and ideas. Removing something from the internet isn't the same as getting rid of it. The constitution is still the constitution. People should download full copies - or even print them off!
