Unfortunately, the article isn't very comprehensive, so it's tough to tell which personnel or which units they're going to include in this. Because if it's everything and everyone, that's an entirely different thing than just keeping operational things only on the down low.

that's the problem with the original Official Secrets Act and the Security of Information Act. You would think they applied to secrets, classified info, or intelligence. But they apply to "any information". The PPBS is just as vague as the OSA and SIA but applies to entire units and positions

The military police, the CFNIS, the CFSIU, etc, all deal with sensitive information and the PPBS is a blanket. It doesn't prohibit a member of the CFNIS from divulging sensitive information, it applies to any information as there is a "risk" it may be sensitive.
