I had a dream the other night about running an "Oops All Dragons" game for my friend group, and I can't get the idea out of my head. I also have no idea how to really make it playable 😂

There's a 2E seeing that was basically dragon PCs but I forget the name. Council of Wyrms, maybe?

I *think* the 3.5 Draconomicon supplement had rules for dragon PCs/campaigns too, but it's been a minute. The 2e one was a whole campaign setting so that's probably the one you want, anyway. 😄
