In no way am I defending anything, just giving another perspective... What about doctor/patient confidentiality or attorney/client privilege? Why wouldn't a law like this apply to doctors or attorneys?

I don't know about attorneys, but in the case of doctor/patient, doctors are mandated reporters. So they are legally required to report child abuse. In my state we have to take classes on recognizing child abuse and how to report in order to hold healthcare licenses

That's on the victim side, but how about the perpetrator? What happens if a patient is seeing a psychiatrist and the doctor knows he re-abused. Is the doctor a mandated reporter in that case? In most states, that's covered by privileged communication.

I won't pretend to be an expert on federal law regarding this, but thinking about the state I practice in (PA) we have to report when anyone discloses suspected abuse. And "behavior from the parent" is included under reasonable cause. www.pa.gov/services/dhs...
