I can see this going south. But I can understand dealing with big tech refusing to be responsible with their platforms. So this is a sand in the eye I think.

apps can choose to show likes on a person's profile or not, as all the underlying data is public (like jack says) so an app like @graysky.app shows other people's likes, for instance, but other apps choose not to

Spammers can masquerade as users with browsers, instead of using the API, and can keep spamming away. They will have to keep updating their code every time the website changes, since it will be more unstable than the API, but since they are crooks they won't follow any rules.
