much like politicians, if you do not pay cops, they will find the money somewhere else

the problem is when you pay them and still don't exercise power over them, which is where many of our cities are right now

people need to learn how to hammer the efficacy point. we have a lot of police departments that are just money vacuums, a lot of taxpayer money goes in and a lot of nothing comes out. people dislike ineffective or hostile law enforcement, they don't dislike the concept of it also, ban police unions
