Did we not see this coming? Columbia caved and didn't get their funding back, Trump is also asking to have oversite. Did Trump really think these other institutions wouldn't notice?

I'm frankly glad Trump was stupid enough to not give them their funding back. His bad faith encourages any other would-be cowards not to pay the ransom, because you aren't getting the hostage back anyway. Even ransomware virus distributors will give the key when paid, it's just good business.
