If Tommy Robinson is wanted by the police and has fled the country does that mean mean he's an illegal immigrant somewhere?

I think he has a EU passport, Irish mother. I’m sure there are legal powers to stop someone leaving the country when they have committed an offence and I’m unsure why they weren’t used.
