It's the closest to Russia, Putin can pop back and forth without the ICC being able to act on his 2023 arrest warrant. Coming to DC on the East Coast he'd have to fly over Europe. Not sure if he'd have to land somewhere first or if they could order the plane to land so he could be arrested.
