It does seem to me to be a blatant breach but football is so corrupt these days I doubt anyone will do anything. Look at Man City and their rule breaking. I’d chuck them both out the league. Along with Chelsea. And Spurs simply because I hate them.

Marinakis threatened legal action against the player and Spurs earlier in the Summer and both of those parties scarpered. There still must be teeth in the rules but I reckon clubs don't always want to pull the trigger cause they want to buy a player next time 🤷
