Why do herds of puppies never spontaneously appear when I'm out and about?

I live rural and I never get puppies dumped by my home, but I've had hundreds of cats/kittens.

I mean, a truckload of kittens is pretty much my dream, so you're living someone's dream!

The people who took Bam Bam to the police station very likely aren't the people that are responsible for his theft, but still didn't want to be identified because they didn't want to be suspects. They probably knew the people that took Bam Bam, found out where the dog came from and returned in.

Or, the people that took him felt bad when they found out whose dog it was, and had others return him on their behalf so they wouldn't be identified at all.

Either one is totally possible. Or one of them is blind or disabled and wanted BamBam for themselves. It could be a terrible story of hardship and greed, but I'm so glad that it has a happy ending.

I'm not saying that disabled people can't steal from each other, but when it comes to a service dog I would expect there to be more of an understanding of the gravity of the situation of stealing another disabled person's service dog.

A service dog can be any size dog, but they are usually characterized as medium sized dogs - so there would have to be prior knowledge that a dog that small is a service dog.

I would rather hope that another disabled person didn't steal another disabled person's service dog, but desperation can drive otherwise reasonable people to do very unreasonable things. This ties into how disabled people are forced to stay in poverty because disability and SSI aren't enough.
