If NetEase had no intention to keep their R&D team on after launch, why they hell did they setup a whole ass satellite studio in Seattle instead of just contracting with a co-dev??

I'd guess that since founding there have been some major and very obvious changes to the political/business climate of the USA that are making operating a small branch far less beneficial and more of a liability for foreign companies. Especially, Chinese companies. And, it's just going to get worse.
