Then why not just say: "We don't have problems with technology, we have problems with people."?

Because people are currently talking about the consequences of a certain technology in isolation. And that's really a problem, because it distorts the real issue. Also, that all issues are ultimately people issues is clearly true, but a bit too general to be helpful, I think.
